1. The Government of Mongolia has received financing from the Asian Development Bank (ADB) toward the cost of Ulaanbaatar Urban Services and Ger Areas Development Investment Program - Tranche 2. Part of this financing will be used for payments under the contract named above. Bidding is open to Bidders from eligible source countries of ADB.

2. The Municipality of Ulaanbaatar (“the Employer”) invites sealed bids from eligible Bidders for the DAHP: Dambadarjaa heating plant (“the Works”).

3. International competitive bidding will be conducted in accordance with ADB’s Single-Stage: One-Envelope bidding procedure and is open to all Bidders from eligible countries as described in the Bidding Document.

4. Only eligible Bidders with the following key qualifications defined in the Bidding Document may participate in this bidding.

§ Historical Financial Performance:

Submission of audited financial statements or, if not required by the law of the Bidder’s country, other financial statements acceptable to the Employer, for the last five (5) years (2017, 2018, 2019, 2020 and 2021) to demonstrate the current soundness of the Bidder’s financial position. As a minimum, the Bidder’s net worth for the last year calculated as the difference between total assets and total liabilities should be positive.

§ Average Annual Construction Turnover:

Minimum average annual construction turnover of US$ 20.0 million calculated as total certified payments received for contracts in progress or completed, within the last five (5) years (2017, 2018, 2019, 2020 and 2021).

§ Financial resources requirement:

The Bidder must demonstrate access to, or availability of, liquid assets and approved lines of credit to meet the financial resources requirements for the subject contract of US$ 3.5 million;

§ Contracts of Similar Size and Nature:

Participation in at least one contract that has been successfully or substantially completed within the last five (5) years (2017, 2018, 2019, 2020 and 2021) and that is similar to the

proposed works, where the value of the Bidder’s participation exceeds US$ 12.5 million. The similarity of the Bidder’s participation shall be based on the physical size, nature of works, complexity, methods, technology or other characteristics as described in Section 6 (Employer’s Requirements).

§ Construction Experience In Key Activities:

(i) Experience in supply, installation and construction of Heating Plant or Power Plant with CFBC boiler and with a capacity of at least 12MW that is being successfully operated; and

(ii) Experience in supply, installation, testing and commissioning of Heating Plant or Power Plant with a capacity of at least 30MW.

7. Deliver your bid

· to the address stated above

· on or before the deadline 27 March 2023 at 3:00 PM (Ulaanbaatar Time).

The Employer shall not consider any Bid that arrives after the deadline for submission of bids, in accordance with ITB 22. Any bid received by the Employer after the deadline for submission of Bids shall be declared late, rejected, and returned unopened to the Bidder. The Employer shall accept no responsibility for bids that arrive late due to the courier company or any technical issues. It shall be the sole responsibility of the bidders to ensure that their bid is received by the deadline for bid submission. The Employer shall only recognize the actual date and time that the bid was received by the Employer.

Bids will be opened promptly after the deadline for bid submission in the presence of Bidders’ representatives who choose to attend.
